Greater Manchester is under a legal direction from government to meet stringent long-term annual standards for harmful nitrogen dioxide air pollution, which contributes to 1,200 deaths in Greater Manchester each year.
From 30th May 2022*, any vehicles which do not meet the latest emissions standards will be charged for entering the proposed Zone. People, local businesses and organisations with non-compliant vehicles can already apply for funding to support them to upgrade or retrofit their vehicles - the window for applications to this fund is now open.
The first phase of the Clean Air Zone is due to launch on 30th May 2022* affecting buses, HGVs, taxis and private hire vehicles licensed outside Greater Manchester, and coaches which don’t meet emission standards, with some exemptions.
This new scheme will impact anyone travelling through the GM Clean Air Zone, as well as residents of Greater Manchester.
The BHS is grateful to everyone who took part in inputting into the consultation which took place back in 2020. We lobbied for a reduction in fees for equestrians with HGV’s that don’t meet standards and were able to bring down the proposed charge from £60 to £10 per day. We have also received confirmation from GM Clean Air that the discount applies to all vehicles within the Private HGV class, including Horseboxes.
The success of this reduction in charges demonstrates the importance of BHS members and the wider equestrian community actively participating in consultations such as this one that affect the equine industry.

For 7.5t HGVs (charges apply from 30th May 2022*)
- Use GM Clean Air checker to see if vehicle meets standards
- Make sure your vehicle is registered in your logbook as a PRIVATE HGV or apply to change your classification
- Register your vehicle with the scheme to be eligible for the reduced daily rate
- Residents of Greater Manchester can apply for funding to upgrade or retrofit your HGV
For vans (expected from June 2023*)
- Use GM Clean Air checker to see if vehicle meets standards
- Residents of Greater Manchester can apply for funding to upgrade or retrofit your van
