Test Valley Borough Council is publishing its draft Revised Local Plan Development Plan Document (DPD) for public consultation. This is the new name for the Core Strategy document which was consulted on in January-February 2012.

The draft Revised Local Plan sets out the Council's vision and strategy for the Borough. It sets out the proposed locations for housing, employment and leisure development. It also includes policies which will be used in determining planning applications.

The draft Revised Local Plan was reported to the Council meeting on the 22 February 2013 where it was agreed that it should be consulted upon. The documents are available on the Council's website and also for reference at both Council Offices. The draft Revised Local Plan is available for reference at local libraries.
The public consultation on the draft Revised Local Plan as well as the Sustainability Appraisal and Habitats Regulations Assessment will run from 09.00 Friday 8 March until 16.30 on Friday 26 April 2013. Only those comments received during that period will be taken into account. Please do not submit comments before the start of the consultation. At the start of the consultation you will be able to make comments online. Comments can also be emailed to The consultation links and email address will become 'live' from 8 March. Comments can also be sent to the Council's Beech Hurst offices, Weyhill Road, Andover, SP10 3AJ. Exhibitions are also being held, details of which are below.
As the draft Revised Local Plan is different from the Core Strategy DPD and Designation DPD the Council is required to undertake new public consultation in order to comply with legislation. This means the consultation process has to start a fresh and either new comments made or previous comments reaffirmed.
Many changes have been made to the document. The key amendments relate to the proposed housing requirement for the Borough (policy COM1), changes to the details of the proposed new neighbourhood at Whitenap, Romsey (policy COM3 and LE13), a new residential site proposed at Park Farm, Stoneham (policy COM5) and a proposed extension to the University of Southampton Science Park (policy LE2).
After looking at the content of the Revised Local Plan if the changes have not resolved the objection that you made on the Core Strategy DPD or Designation DPD in January - February 2012 then you can either resubmit your representation (with a new covering letter) or confirm in writing that your previous comments still apply.
If you wish for your previous comments to be considered as part of the draft Revised Local Plan consultation please write in with your name, address and the issue you were previously commenting on. It would be helpful if you have your five digit reference number as well but this is not essential. The Council appreciates that your comments were made over 12 months ago so to assist, all the comments received in January-February 2012 are available to view online or you can contact the Council and we will help.
After the consultation, the comments will be analysed and reported back to Councillors, along with any proposed changes, before a further period of public consultation. It is intended that this will be undertaken in September - October 2013. The documents and any unresolved objections would then be submitted to the Secretary of State for examination in early 2014.
